Russian Jet Flies Within 90 Seconds of Hull

The supersonic Blackjack changed course 20 miles from UK airspace, it has been reported.

The jet was picked up on RAF radars but only after it had turned back.

Critics of the Government’s cuts in defence spending say that they have left the country at risk. Four years ago four squadrons of Jaguar and Tornado F3 fighters were slashed from the RAF’s books.

In January it emerged that the Ministry of Defence will have to cut its budget by an extra £1.5 billion a year over the next three years, leaving the three armed forces vying with each other for the money.

The RAF is also expected to lose two of its frontline Tornado GR4 ground attack squadrons as part of cuts to existing forces.

A senior RAF pilot told The Sun: “The Russians made us look helpless. The Blackjack could have got even closer. It was a disaster — it basically gave the Russians the green light to fly wherever they want.”

Ministry of Defence officials confirmed the incident, but said the RAF had a “multilayered” approach to detecting and deterring enemy jets.

A spokesman said in a statement: “We are satisfied we have the flexibility to launch as many aircraft as the situation requires.”

Bailout Can’t Hide It – The United States Is Broke

 Even leading Republicans in Congress, including presidential nominee Sen. John McCain, recoiled from Treasury Secretary Henry M. Paulson’s proposal to take absolute power over $700 billion to be borrowed by the federal government and used to purchase every sort of bad debt without ever having to answer for it – not to the courts, not to regulatory agencies, and only occasionally and incidentally to Congress itself.

The bad-debt bailout would be the biggest government patronage program in history and would amount to declaring martial law over the U.S. financial system and economy. Even if such martial law is necessary, its implementation should be put in democratic hands – a non-partisan agency with full transparency, statutory standards for its purchases, and close accountability to Congress.

All the same, even if it can work – that is, prop up insolvent financial institutions – the Treasury’s proposal is still a proclamation of the collapse of the whole U.S. financial system. Even if some financial institutions are saved, the collapse will manifest itself in other ways, probably ways more damaging to the public. For who cares if Goldman Sachs and Morgan Stanley endure if the issuance of $700 billion more in government bonds drives interest rates way up, diverts credit from the private economy, devalues the already sinking dollar, and sends commodity prices soaring again?

In that case the financial class will have won another battle in its long war against the producing class. It will be again as was said about the maneuvers of the Second Bank of the United States two centuries ago: “The bank was saved; only the people were ruined.”

Injecting throughout the world financial system their bogus and unregulated financial instruments, like collateralized debt obligations and credit-default swaps, the big New York financial houses have taken the world economy hostage. The president and Congress should strive to save the hostages, not the kidnappers.

But the president and Congress have participated eagerly with the kidnappers in the total corruption of the financial system.

They have staffed the regulatory agencies largely from Wall Street and then diminished financial regulation.

They have let the financial houses finance presidential and congressional campaigns.

They have watched haplessly as accounting firms and credit-rating agencies engaged in conflict of interest and failed to do their jobs over and over again even as corporate scandal followed corporate scandal.

They have waged mistaken imperial war not with taxes but with huge amounts borrowed from abroad, making the country hostage to foreign nations, including some with hostile interests.

They have approved the government’s falsification of inflation data and its surreptitious suppression of the price of gold so that interest rates could be set below the inflation rate, the government and everyone else could borrow more at lower interest, and the public would not become alarmed by monetary debasement.

Now the U.S. government is conjuring into existence via a few computer keystrokes fantastic, virtually inconceivable amounts of money. Unreal as these amounts are, they will be claims on the real goods and services of the country, and, if the rest of the world wants to keep playing along, which is doubtful, claims on the real goods and services of the rest of the world as well.

The purpose of all this will be to save the people who happen to be in charge of the payments system and to save the propertied class generally. But people without many assets, people who don’t earn enough to own housing, people who could gain from lower housing prices and lower prices of everything else, are not even in the government’s equation.

The country is simply busted. Its financial obligations are unpayable, its asset prices are illusions, and the great undertaking in Washington and New York is to preserve those illusions rather than face reality. If the price of preserving those illusions is $700 billion – and of course it is more likely to run into the trillions – could it really be more expensive to dispense with the illusions now? After all, instead of rescuing financial institutions that disregarded risk, the government just as easily could keep the country going by sending checks to everyone every month – as it already sends Social Security checks to retirees.

But as long as the government keeps paying ransom, the financial class will keep taking the country hostage.

Blossom’s most recent book “The Bridge” documents the messages channelled to her by the Cosmic Beings known as The Federation of Light. US Concerned About Potential For Instability in North Korea

US Defence Secretary Robert Gates acknowledged US concerns about the potential for instability in North Korea amid reports its leader suffered a stroke.But Gates, who said it was unclear how seriously ill Kim Jong-Il is, foresaw no repercussions on US military commitments in Iraq and Afghanistan, even if conflict erupts on the Korean peninsula.

“In terms of our military forces it’s irrelevant,” he told reporters in London, where he was holding informal talks with his NATO counterparts Thursday and Friday.

“The way things have evolved in Korea, if there ever should be a conflict, the main American contributions is not ground forces. So the connection with Afghanistan and Iraq, I think is irrelevant,” Gates said.

Korean leader Kim Jong-Il was reported to have suffered a stroke, raising questions about who is in charge in North Korea, a secretive Stalinist state that claims to have nuclear weapons.

“We are watching it very closely. We are concerned about instability,” Gates said.

“I think all of North Korea’s neighbors are concerned about instability in no small part because of the possibility of large flows of refugees,” he added.

“So we are looking at that, but at this point it is not entirely clear how seriously ill he is, what the circumstances are.”

US military leaders have warned that the large commitment of US ground forces in Iraq and Afghanistan has meant increased risk in responding to crises elsewhere.

The United States halted a drawdown of US ground troops from South Korea earlier this year amid tensions over North Korea’s nuclear programs. There are currently 28,500 US troops there.

But in recent years the US military has shifted its posture in Korea, pulling US ground forces away from front-line positions and relying more on air and naval power to support South Korea’s large, well trained army.

Russia Test-Fires Ballistic Missile 6,700 Kilometers to Pacific

Sept. 19 (Bloomberg) — Russia successfully fired its newest intercontinental ballistic missile from a submarine located in the White Sea to a target on the Pacific coast 6,700 kilometers (4,200 miles) away, the military said.

The Bulava missile was fired from the Dmitry Donskoi submarine at 6:45 p.m. and struck the Kura range on the Kamchatka Peninsula at 7:05 p.m. Moscow time yesterday, state television said. “Initial data indicates the missile performed according to plan,” it cited the Defense Ministry as saying.

Prime Minister Vladimir Putin has said Russia can produce missiles capable of piercing any defenses. Yesterday’s test of the Bulava, which has an estimated maximum range of 8,000 kilometers, comes as the country upgrades its rocket forces to counter a planned U.S. anti-missile shield in eastern Europe.

Russia rejects the Bush administration’s assertion that the system is aimed at defending Europe from a nuclear-armed Iran and sees it as part of a plan to isolate the country that began with NATO’s expansion. Ties with the U.S. were further strained when Russia sent warplanes and troops into Georgia last month in its biggest foreign military operation since the Cold War.

Secretary of State Condoleezza Rice warned in a speech yesterday that Russia had taken a “dark turn” characterized by authoritarianism at home and aggression abroad and called for U.S. and European unity to meet the challenge.

`Paranoid, Aggressive’

The “paranoid, aggressive impulse, which has manifested itself before in Russian history, to view the emergence of free and independent democratic neighbors” not as a source of security but as a source of threat, has re-emerged, she said.

Rice rejected suggestions that the West provoked Russia by pledging in April that Georgia and Ukraine would ultimately be admitted to NATO.

Russia’s behavior “cannot be blamed on NATO enlargement,” she said. NATO has transformed itself from a Cold War alliance in a divided Europe to “a means for nurturing the growth of a Europe whole, free and at peace, and for confronting dangers, like terrorism, that also threaten Russia,” she said.

Russia’s invasion followed a Georgian attack on the Russia- backed breakaway region of South Ossetia. The government in Moscow said last week it will boost defense spending by 26 percent to a post-Soviet record 1.28 trillion rubles ($50 billion).

Funding will be directed toward its Topol intercontinental ballistic missile program, upgrading nuclear-weapons-equipped Tu-160 bombers and completing the Borei-class submarine Yuriy Dolgoruky, said Andrei Frolov, a defense specialist at the Moscow-based Center for the Analysis of Strategies and Technologies.

Russia says the U.S. anti-missile shield, comprising a radar installation in the Czech Republic and interceptors in Poland, is designed to undermine its nuclear deterrent. The North Atlantic Treaty Organization expanded to Russia’s borders when the former Soviet republics of Estonia and Latvia joined the alliance in 2004.

Past tests of the Bulava, designed for a new generation of nuclear submarines, have had mixed success, with three failing in 2006 and one in 2005.

Russia Confirms Sending Warships to the Atlantic, Caribbean

MOSCOW, September 8 (RIA Novosti) – A Russian naval task force from the Northern Fleet will go on a tour of duty in the Atlantic Ocean and participate in joint naval drills with the Venezuelan navy in November, a Navy spokesman said on Monday. (Russian Navy modernized – Image gallery)

“In line with the 2008 training program and in order to expand military cooperation with foreign navies Russia will send in November a naval task force from the Northern Fleet, comprising nuclear-powered missile cruiser Pyotr Velikiy and support ships, to the Atlantic Ocean,” Capt. 1st Rank Igor Dygalo said.

During the tour of duty, the Russian warships will participate in joint naval exercises with the Venezuelan navy.

“The decision to conduct Russian-Venezuelan naval exercises was adopted at the meeting between presidents in July this year,” Dygalo said.

“During the exercise, ships and naval aircraft will practice coordinated maneuvering, search-and-rescue, and communications,” he said.

Venezuelan President Hugo Chavez earlier said Venezuela would hold joint naval exercises with Russian warships in the Caribbean in late November-early December.

Russia announced last year that Russia’s Navy had resumed, and would build up its continual presence in different regions of the world’s oceans.

A naval task force from Russia’s Northern Fleet, consisting of the Admiral Kuznetsov aircraft carrier, the Udaloy-Class destroyers Admiral Levchenko and Admiral Chabanenko, as well as auxiliary vessels, conducted from December 2007 to February 2008 a two-month tour of duty in the Mediterranean Sea and North Atlantic.

Will the U.S. Have a Droid Army?

The U.S. military may be 30 percent robotic by the year 2020, according to Doug Few and Bill Smart of Washington University in St. Louis.

“When the military says ‘robot’ they mean everything from self-driving trucks up to what you would conventionally think of as a robot. You would more accurately call them autonomous systems rather than robots,” says Smart, assistant professor of computer science and engineering.

At present, all of the U.S. Army’s robots are teleoperated. Current military policy is to leave human beings “in the loop” for important decision-making.

“It’s a chain of command thing. You don’t want to give autonomy to a weapons delivery system. You want to have a human hit the button. You don’t want the robot to make the wrong decision. You want to have a human to make all of the important decisions,” says Smart.

In the more distant future, though, who knows? There has been a considerable amount of development in the area of autonomous vehicles; see this article on the MULE Autonomous Navigation Vehicle By Lockheed Martin for an example.

Scientists Get Death Threats Over Large Hadron Collider (LHC)

Hadron Collider: The final pieces slot into place

Scientists working on the world’s biggest machine are being besieged by phone calls and emails from people who fear the world will end next Wednesday, when the gigantic atom smasher starts up.

The Large Hadron Collider near Geneva, where particles will begin to circulate around its 17 mile circumference tunnel next week, will recreate energies not seen since the universe was very young, when particles smash together at near the speed of light.

Such is the angst that the American Nobel prize winning physicist Frank Wilczek of the Massachusetts Institute of Technology has even had death threats, said Prof Brian Cox of Manchester University, adding: “Anyone who thinks the LHC will destroy the world is a t—.”

The head of public relations, James Gillies, says he gets tearful phone calls, pleading for the £4.5 billion machine to stop.

“They phone me and say: “I am seriously worried. Please tell me that my children are safe,” said Gillies.

Emails also arrive every day that beg for reassurance that the world will not end, he

Others are more aggressive. “There are a number who say: “You are evil and dangerous and you are going to destroy the world.”

“I find myself getting slightly angry, not because people are getting in touch but the fact they have been driven to do that by what is nonsense. What we are doing is enriching humanity, not putting it at risk.”

There have also been legal attempts to halt the start up.

The remarkable outpouring of concern about turning on the experiment, the most ambitious in history, comes as a new report concludes that it poses no threat to mankind.

Since 1994, when the collider was first mooted by the multi-national European nuclear research organisation (CERN), dogged doomsayers have claimed that there would be a small but real risk that an unstoppable cataclysm would take place.

Many of the emails received by Gillies cite a gloomy book – Our Final Century?: Will the Human Race Survive the Twenty-first Century? – written by Lord Rees, astronomer royal and president of the Royal Society.

“My book has been misquoted in one or two places,” Lord Rees said yesterday. “I would refer you to the up-to-date safety study.”

The new report published today provides the most comprehensive evidence available to confirm that nature’s own cosmic rays regularly produce more powerful particle collisions than those planned within the LHC.

The LHC Safety Assessment Group has reviewed and updated a study first completed in 2003, which dispels fears of universe-gobbling black holes and of other possibly dangerous new forms of matter, and confirms that the switch-on will be safe.

The report, ‘Review of the Safety of LHC Collisions’, published in the Journal of Physics G: Nuclear and Particle Physics, proves that if particle collisions at the LHC had the power to destroy the Earth, we would never have been given the chance to worry about the LHC, because regular interactions with more energetic cosmic rays would already have destroyed the Earth.

The Safety Assessment Group writes, “Nature has already conducted the equivalent of about a hundred thousand LHC experimental programmes on Earth – and the planet still exists.”

The Group compares the rates of cosmic rays that bombard Earth to show that hypothetical black holes or strangelets, that have raised fears in some, will pose no threat.

As the Group writes, “Each collision of a pair of protons in the LHC will release an amount of energy comparable to that of two colliding mosquitoes, so any black hole produced would be much smaller than those known to astrophysicists.” They also say that such microscopic black holes could not grow dangerously.

As for the equally hypothetical strangelets, the review uses recent experimental measurements at the Brookhaven National Laboratory’s Relativistic Heavy-Ion Collider, New York, to prove that they will not be produced in the LHC.

The collider is designed to seek out new particles including the long-awaited Higgs boson responsible for making things weigh what they do, the possible source of gravity called dark matter, as well as probe the differences between matter and antimatter.
